1. Establishments primarily responsible for the entire construction (i.e.., new work, reconstruction, or repairs) of highways (except elevated), streets, roads, or airport runways
2. Establishments identified as highway and street construction management firms
3. Establishments identified as special trade contractors engaged in performing subcontract work primarily related to highway and street construction (e.g.., grading for highways, installing guardrails, public sidewalk construction). Establishments in this industry may subcontract some or all of the actual construction work. Kinds of establishments include highway and street general contractors, design builders, engineer-constructors, and joint-venture contractors.
